背景

國合會于2008年起設(shè)立圓桌會議機(jī)制，每年舉辦一次，旨在與地方政府決策者分享國合會政策研究成果，就國內(nèi)環(huán)境與發(fā)展熱點(diǎn)、難點(diǎn)、緊迫性問題進(jìn)行交流與探討。

實(shí)現(xiàn)碳達(dá)峰、碳中和是一場廣泛而深刻的經(jīng)濟(jì)社會系統(tǒng)性變革。長江三角洲（以下簡稱長三角）地區(qū)作為中國經(jīng)濟(jì)發(fā)展最活躍、開放程度最高、創(chuàng)新能力最強(qiáng)的區(qū)域之一，在實(shí)現(xiàn)碳達(dá)峰、碳中和目標(biāo)的新征程上，將發(fā)揮重要的引領(lǐng)和示范作用。為此，2021年國合會圓桌會將以“減污降碳，共建人類命運(yùn)共同體”為主題，基于國合會氣候治理、基于自然的解決方案等研究成果，與地方政府共同探討如下議題：

• 深入貫徹落實(shí)新發(fā)展理念，實(shí)現(xiàn)減污降碳強(qiáng)生態(tài)協(xié)同治理

• 率先實(shí)現(xiàn)碳達(dá)峰的主要路徑和面臨的挑戰(zhàn)

• 長三角地區(qū)協(xié)同推動生態(tài)環(huán)境保護(hù)和經(jīng)濟(jì)發(fā)展的良好實(shí)踐經(jīng)驗(yàn)

Background

China Council for International Cooperation on Environment and Development (CCICED) has established its roundtable mechanism since 2008, which is held once a year to share the results of CCICED policy research with decision-makers at local governments, and discuss hot topics, challenges, and urgent issues on environment and development.

Achieving carbon dioxide emissions peak and carbon neutrality requires broad and profound changes in economic and social systems. The Yangtze River Delta is one of the most active, open, and innovative regions in China. It will play an important and demonstrative role in the new journey of achieving carbon dioxide emissions peak and carbon neutrality. To this end, the roundtable this year will have discussions around the theme "Building a Community with a Shared Future for Humanity: Synergies between Pollution Control and Carbon Emission Reduction", including sharing CCICED research outcomes on climate governance, nature-based solutions, and others, as well as exchanging ideas with the local government on the following topics:

• Implementation of the new development concept, and coordinated governance of pollution control, carbon emissions reduction, and ecological conservation;

• Possible pathways and challenges in peaking the emissions ahead of the schedule;

• Good practices in the Yangtze River Delta region in promoting ecological and environmental protection together with economic development.
